Scope

This standard provides methods and guidelines to prepare Mobile Elevated Work Platform (MEWP) training materials, defines administrative information, and delivers components required for proper training and familiarization.
It applies to all types and sizes of MEWPs as specified in CSA B354.7:17 (design, calculations, safety requirements and test methods) that are intended to position personnel, along with their necessary tools and materials, at work locations.
This standard will be initiated November 2019 by ACTI, UBC and the BTA.

2.0 MEWP Classification’s

MEWP classifications are made up of a MEWP Group (platform location in reference to tipping line) with an associated MEWP Type (reference to traveling).
- Note: See definitions for Group and Type.
Training will be required for different MEWP classifications and each classification shall identify both the group and type of the MEWP for which training is provided.
- Note: See Appendix F for typical examples of MEWPs covered by each classification.

3.0 Application

This National MEWP Standard is not applicable to:
1. Permanently installed personnel-lifting appliances serving defined levels,
2. Firefighting and fire rescue appliances,
3. Unguided work cages suspended from lifting appliances,
4. Elevating operator position on rail-dependent storage and retrieval equipment,
5. Tail lifts,
6. Mast-climbing work platforms,
7. Fairground equipment,
8. Lifting tables with a lifting height of less than 2 m (6.56 ft.),
9. Builders' hoists for persons and materials,
10. Aircraft ground-support equipment,
11. Digger derricks,
12. Industrial trucks with elevating operator positions,
13. Insulated aerial devices for use in live work on electrical installations, and
14. Vehicle mounted elevating and rotating aerial devices.
This Standard and all local, provincial and federal regulations shall be complied with when using, inspecting, maintaining or operating mobile elevated work platforms.

4.0 Purpose

The purpose of the National MEWP Standard is to establish a mandatory minimum standard for high quality and consistency of training for workers who work at heights in MEWPs in the Provinces of Alberta, British Columbia, Saskatchewan, Manitoba, Ontario, Nova Scotia, New Brunswick, PEI, NWT, Yukon and Nunavut.
The purpose of a national MEWP training program that meets the requirements set out in this Standard is to:

Strengthen workplace safety culture by elevating the profile and importance of prevention of personal injuries and accidents;
Thorough and consistent training;
Provide workers who may be exposed to the hazard of falling from heights with adequate knowledge about fall hazards and general safety practices to work safely at heights in a MEWP.
Reduce the number of incidents, injuries and fatalities during MEWP operation.
Understanding of training and familiarization requirements; and
Understanding of manufacturers, dealers, owners, users, supervisors, operators, occupants, lessors, lessees, and brokers of their respective responsibilities.

5.0 Overview

The National MEWP Standard has a modular format to allow for core theory training to be completed separately or together with practical training elements.
There are two modules:
1. MEWP Basic Theory.
2. MEWP Practical.
There are also ten provincial legislative courses to allow for mobility of workers across the country.
The process to allow mobility is to complete the ACTI MEWP provincial program with passing grades. Then complete one or multiple modules for specific provincial legislation and receive the certificates for those applicable provinces.

When MEWP is presented, the instructor will also complete the legislation module for the home province where the course is being held.

This standard is intended to be used in conjunction with the following CSA, ISO and ANSI Standards for MEWP when these referenced standards are superseded by a revision approved by the CSA B354.7:17.

7.0 Other Referenced Documents

The ACTI Standard shall be used in conjunction with the manufacturer’s operation manuals, and Best Practices.

8.0 Safe Use of the MEWP

Safe use of a MEWP when training is being administered shall be in compliance with ANSI/SAIA A92.22.

9.0 Requirements for Training, Familiarization and Authorizing Operators

This training shall be provided to MEWP operators and include the inspection, maintenance, use, application, and operation of MEWPs.
Only personnel properly trained in compliance with this Standard and who have received unit-specific familiarization shall operate a MEWP. The user shall determine if personnel are qualified to operate the MEWP prior to authorization.
Training shall be required for each classification of MEWP.

9.1 Responsibilities for Training and Familiarization

9.1.0 General

Only personnel who have received training in compliance with this Standard regarding the inspection, application and operation of MEWPs (including recognition and avoidance of hazards associated with their operation) shall be authorized to operate a MEWP.

9.1.1 User

All users of MEWPs shall either train and familiarize or ensure that personnel whom they authorize as operators, supervisors and occupants have been trained and familiarized in accordance with this standard. Users shall retain records of training in accordance with this Standard.

9.1.2 Operator

The operator shall only operate MEWPs that they are authorized, trained and have been familiarized to operate.

9.1.3 Occupant

MEWP occupants other than operators shall receive instruction identified in this Standard for the “Occupant”.

9.1.4 Familiarization

Familiarization shall be conducted in accordance with the requirements of CSA B354.7:17 Standard for Safety Principles, Inspection, Maintenance and Operation (Canada).

9.1.5 Retraining

The user shall designate a qualified person to monitor, supervise and evaluate operators on a regular basis to ensure their proficiency.
Examples of situations when retraining would be necessary include, but are not limited to:
1. expiration of the operator's valid training period,
2. deterioration of the operator's performance,
3. the operator's extended period of time with no operation of a MEWP,
4. the operator's introduction to new or significantly different MEWP technology, and
5. the operator's involvement in an accident or near miss with the MEWP.
The evaluation will be accomplished through visual observation, at a minimum, which shall be documented for retention by the user.

10.0 Training Content

10.1 Design

The training program must be designed to allow learners to achieve the learning outcomes set out in this standard for the mobile elevated work platform.
The training program must meet the following criteria:
1. Compliance with adult learning principles:
  - Ensuring learners know why they need to learn specific content, its relevance to them and their workplace.
  - Relating learning to training participants’ own experiences in situations that simulate actual application in the workplace.
  - Challenging training participants using a variety of activities that allow opportunity for participation, feedback and interaction.
  - Recognizing limits of attention span and various ways that adults learn.
  - Using realistic activities and tools to support transfer of learning to the workplace.

Language and literacy level appropriate for the learners.
Content accurate, current, and with all legal and technical information referenced and verified.
Use of a variety of teaching aides such as audio-visual, equipment, interactive virtual reality equipment and simulators, safety devices and measuring/monitoring equipment.
Learner materials follow principles of instructional writing and good graphic design.
Compliance with the requirements of the Occupational Health and Safety Act and its regulations.

10.2 General

Training shall include both theory (classroom/online) training and practical (hands-on) operation and evaluation. The user shall ensure that training is presented in a manner that trainees can understand.

10.2.1 Contents of Theory (Classroom/Online) Training

Theory (classroom/online) training shall include MEWP safe use as defined in CSA, and shall also include the following:
- The selection of appropriate MEWPs from the various classifications including available options.
- The purpose and use of operation manuals, placards and decals, and safety rules.
- Understanding that operation manuals are an integral part of the MEWP and need to be stored properly in the weather‐resistant compartment on the MEWP when not in use.
- Validation that annual inspection is current on the placard when present on the MEWP.
- Knowledge of how to perform a pre‐start inspection.
- Responsibilities associated with problems or malfunctions affecting the operation of the MEWP.
- Knowing and understanding factors affecting stability.
- Recognition and avoidance of hazards associated with operation.
- Knowing and understanding workplace inspections and that they must be performed prior to each use.
- Knowing and understanding wind hazards and weather conditions.
- Thorough understanding of the intended purpose and function of the MEWP controls, including platform, ground, and emergency descent controls.
- General knowledge of various MEWPs and features and devices specified by the MEWP manufacturer to include physical characteristics and other machine options.
- Applicable regulations, standards and safety rules.
- Use of personal protective equipment (PPE) appropriate to the task, worksite and environment and those required by the manufacturer.
- Safe traveling practices.
- Issues associated with transport, if appropriate.
- Understanding that authorization by the user is required to operate MEWP.
- Understanding that securing the MEWP from unauthorized use is required.
- The requirement for familiarization in addition to training.
- Understanding of hazardous location(s), e.g. flammable or explosive atmospheres.
- Warnings and instructions.
- Familiarity with the requirements of operators.
- Dangers associated with high pressure systems.
- The responsibility of operator to inform platform occupants of applicable regulations, standards and safety rules and the requirements.
- Other subjects required by the MEWP manufacturer.

10.2.2 Contents of Practical (Hands‐On) Training

Under direction and evaluation of the qualified trainer, the trainee shall operate the MEWP for a sufficient period of time to demonstrate proficiency regarding the following:
- Walk around and familiarization with MEWP.
- Major components – identification and function.
- Perform pre‐start inspection – carry out daily checks and inspections.
- Planning the route of travel and worksite inspection.
- Setting the MEWP for work (if applicable).
- Operation and function of all controls – completing course practical exercises.
- Parking and securing the MEWP.

10.2.3 Occupant(s) Knowledge

The MEWP operator shall provide instruction or otherwise ensure all occupants have a basic level of knowledge to work safely on the MEWP.
This instruction should also provide at least one of the occupants with the knowledge to operate the controls in an emergency where the operator cannot.
This instruction does not give the occupant authorization to operate the controls at any time except in an emergency.
The knowledge that every occupant must have shall include as a minimum the following:
- The requirement to use fall protection and the location of fall protection anchors;
- Factors including how their actions could affect stability;
- Safe use of MEWP equipment and accessories they are assigned to use;
- Site-specific work procedures the occupants must follow related to the operation of the MEWP;
- Hazards related to the task at hand and their avoidance, to include any applicable site risk assessment;
- General knowledge of the intended purpose and function of MEWP controls and safety-related items specified by the manufacturer, including emergency shut-down and lowering procedures, to the extent required to lower the MEWP safely to the ground/stowed position and this requirements need only to be conveyed to at least one other occupant.
- Manufacturer’s warnings and instructions.

11.0 Administration of Training

11.1 Trainers

All training shall be delivered by a qualified person who has extensive knowledge of the particular classification of MEWP and knowledgeable regarding the laws, regulations, safe use practices, manufacturer’s requirements, and recognition and avoidance of hazards associated with MEWPs.

11.2 Curriculum

The curriculum for the operator training shall incorporate the topics and subjects listed in Section 10 (Training Content).
The curriculum shall clearly identify that training covers only the classification for the MEWP(s) included in the training.

11.3 Training Environment

The environment where training occurs should be free from hazards and supportive to learning.
The classroom training environment should incorporate proper lighting and acoustics, room size and capacity to accommodate the number of trainees, heating and air conditioning, presentation equipment, visibility for all trainees of the presentation, and rest room facilities.
The practical (hands‐on) training environment should be free from other moving equipment and personnel traffic.
- Warnings such as flags, roped off areas, barricades, or flashing lights shall be used when appropriate.
- A risk assessment should be made for each location where a practical test is to be given to identify and eliminate or mitigate all hazards and risks associated with safe use of the MEWP.

11.4 Testing

The participant will demonstrate proficiency in both theory (classroom/online) and practical (hands‐on).
Results of the theory (classroom/online) and practical (hands-on) evaluations shall be documented.

11.5 Personal Documentation of Training

Upon successful completion of the training program, the user shall be furnished with proof of training by the training entity referencing compliance with this standard.
Documentation shall be issued with the following information:
- name of the entity providing training or retraining,
- name of the trainer,
- clear identification of the classification of MEWP covered in training,
- date of training completion,
- name of trainee,
- period of time training is valid (if applicable).

11.6 Record Retention

The following training records shall be dated and retained by the user for at least the period of time the training is valid, and the familiarization records will be retained for at least four years:
- name of participant(s) trained or retrained and MEWP classifications,
- name of entity providing the training,
- name of participant(s) delivering the training,
- name of participant(s) receiving familiarization and MEWP make and model,
- name of participant(s) providing familiarization.

12.0 Re-Certification

12.1 Proficiency Timeline

Re-certification in Mobile Elevated Work Platform training is required every two (2) years.
The full course must be completed every four (4) years.

12.2 Re-Certification

The Re-Certification process must include the following:
- A review of any major changes to a Mobile Elevated Work Platform operators duties as a result of, but not necessarily limited to, the following:
1. Changes to legislation.
2. Changes to regulation .
3. Changes to safety training standard requirements required to be in compliance with CSA standards CSA Z10006-16 Management of Work in Confined Spaces and CSA Z460-13 Control of Hazardous Energies.
Users who do not pass the re-certification proficiency tests will be required to take the entire course again.
This program will be a minimum of a four (4) hour training program.

13.0 Competency Requirements

The owners or contractors shall designate a qualified person to supervise and evaluate Mobile Elevated Work Platform operators on a regular basis to ensure their proficiency at site and verify their competency.
Examples of situations when retraining would be necessary include, but are not limited to:
- Expiration of the participant’s valid training period;
- Deterioration of the participant’s performance;
- The participant’s extended period of time with no work completed on a Mobile Elevated Work Platform.
- The participant’s introduction to new or significantly different Mobile Elevated Work Platform technology; and,
- the participant’s involvement in an accident or near miss with the a Mobile Elevated Work Platform.
The evaluation will be accomplished through visual observation in person or in a VR simulated scenario, at a minimum, which shall be documented for retention by the owner.

14.0 Delivery Mode

Regardless of the delivery mode, all approved MEWP training programs must meet the requirements of this standard and the delivery mode must support the learner’s ability to attain the applicable learning outcomes

14.1 Face-to-Face Learning

For the MEWP Basic Theory module, the maximum ratio of learners to instructor will be fifteen (15) to one (1).
For the MEWP Practical module, which includes hands-on demonstration of some of the learning outcomes, the maximum ratio of learners to instructor will be fifteen (15) to one (1).
The following are the minimum hours for training delivery:
- MEWP Basic Theory module - 5 hours.
- MEWP Practical module – 3 hours.
Timing for delivery of this training program may be extended for various reasons, such as the amount of equipment available for demonstration of learning outcomes, instructor experience, and/or the learning needs of the training participants.

14.2 eLearning and Blended Learning

eLearning is only an acceptable delivery method for the MEWP Basic Theory module if it includes provisions for interactivity with a qualified instructor.
- eLearning is not an acceptable delivery method for the MEWP Practical module.
- Program components delivered by eLearning must meet the eLearning Instructional Design Guidelines.
When eLearning is combined with face-to-face training, the result is referred to as blended learning.
- For a blended learning training program, the two sections of the course must be well integrated.
- For blended learning, evaluation must support and validate that the learning outcomes covered by the eLearning portion of the course have been adequately met by the learner.

14.3 Distance Learning

All distance learning must include plans for interactivity with a qualified instructor.
For the MEWP Basic Theory module, distance learning such as training via a live video link is an acceptable delivery method or LMS Platforms, but distance learning is not acceptable for the MEWP Practical module

15.0 Learning Accommodations

ACTI is an equal opportunity educator and we will accommodate special requests for certain learning issues and disabilities upon request.
- Request for verbal written test is required prior to the start of the test. This person or persons will be tested after the class has finished and this will be completed in a private environment where the student or students will feel comfortable answering the questions required to pass the test.
- ACTI will accommodate non-native English speakers and people with learning disabilities by providing extra time for examination and if the instructor can speak the language of the student he or she is permitted to translate.
- ACTI will also allow for hearing impaired instruction as long as it is a third-party company completing the sign language translation provided by the student.

16.0 Resource Materials

The following resource materials for instructors and learners must be developed.

16.1 Learner Materials

Learner materials must:

Clearly describe learning objectives, agenda, training content and evaluation/testing.
Clearly indicate the date and version number of the materials.
Include, at a minimum:
Terms and definitions.
Worksheets for learning activities, exercises, role plays and case studies.
Job aids, tools and templates.
Excerpts from the Occupational Health and Safety Act and its Regulations regarding MEWP that are relevant to the sectors in which the learners work.
Participant manual.

16.2 Instructor Materials

Instructor materials must:

Clearly describe learning outcomes and training content.
Clearly describe instructional methods, learning activities and lesson plan timing.
Clearly indicate the date and version number of the materials.
Include, at a minimum:
Instructor manual and lesson plans with detailed, step-by-step instructions to guide the instructor through the lessons, including what materials will be used to deliver the topic, the instructional methods, the learning activities, timing and equipment needed.
Audio-visual resources.
Presentation materials.
Answer sheets for the learning activities, exercises, role plays, case studies and tests.
Evaluation tools.
A copy of the Provincial Occupational Health and Safety Act.
A copy of the regulations that are relevant to the sectors in which the learners work.
Manufacturers’ instructions for the equipment used by the instructor in the delivery of the training program.
Training programs must, at a minimum, contain the following materials and/or meet the following requirements:
The training program must be 8 hours.
A detailed lesson plan will be developed with the instructing process, timelines, and the section learning objectives each instructor is to follow.
All slides decks, tablets, PDF, booklet and pages will be numbered.
All printed training and presentation material including references to weights and measurements will be expressed in both imperial and metric units.
A participant user guide and / or workbook outlining basic fall protection concepts and calculations, to be kept by the participant upon successful completion of the program this can be electronic PDF thru online LMS system.
Copies of the applicable sections of the current Provincial OH&S Act, Regulation & Code regarding fall protection.
CSA approved lanyards and Group A harnesses will be made available for use by the instructor and participants for classroom exercises and during proficiency testing. ACTI will provide one set per participant.

17.0 Appendices

17.1 Definitions

Authorized personnel (authorized person): Personnel approved or assigned by the user to perform a specific type of duty or duties at a specific location or locations at a work site.
Care: To provide what is both necessary and required for the health, welfare, maintenance, and protection of personnel and the MEWP.
Chassis: Part of the MEWP that provides support for mobility for the elevating assembly.
Control: By virtue of possession through custody, as defined in this standard, the required use of power, influence, and authority to behave and/or to direct the behavior of those who are involved in the application, use, inspection, maintenance of an MEWP, and compliance with all applicable provisions of this standard.
Control(s): A device actuated by an operator to affect a response from the MEWP. Note: Examples of controls include interlocks, MEWP controls or powered functions.
Custody: Possession by ownership, purchase, acquisition, rental, lease, or other means of transfer which requires the exercise of care and control, as defined in this standard, for the health, welfare, maintenance, and protection of personnel and the MEWP.
Delivery: Transfer of care, control and custody of the MEWP from one person or entity to another person or entity.
Elevated travel position: Configuration of the MEWP for travel outside of the lowered travel position.
Elevating assembly: The work platform and the extending structure.
Entity: An individual or company that has its own set of responsibilities pertaining to MEWP design, safe- use and training, and may include manufacturers, dealers, owners, users, supervisors, operators, occupants, lessors, lessees, and brokers.
Examination/re-examination: Evaluating or testing proficiency and retention of the subject matter covered in the training/retraining of the MEWP operator.
Examiner: A qualified person who evaluates or tests the competency of the trainee.
Extending structure: Structure which is connected to the chassis and supports the work platform, and which allows movement of the work platform to its required position.
Familiarization: Providing the necessary information regarding the features, functions, devices, limitations, and operating characteristics as defined by the manufacturer in the operator's manual, in order to properly utilize a specific model MEWP, to include the location of the manufacturer’s operation.
Group A: MEWPs on which the vertical projection of the center of the platform area, in all platform configurations at the maximum chassis inclination specified by the manufacturer, is always inside the tipping lines.
Group B: MEWPs not in Group A.
Lessor: An entity who leases, rents, loans or otherwise provides a MEWP to another party for the beneficial use of that party (the user).
Lowering: Operations to move the work platform to a lower level.
Maintenance: The act of upkeep such as inspection, lubrication, refueling, cleaning, adjustment and scheduled part(s) replacement.
Manual of Responsibilities: A document containing definitions and requirements mandated in applicable A92 Standards for the following entities: Manufacturers, Dealers, Owners, Users, Supervisors, Operators, Occupants, Lessors, Lessees and Brokers.
Manufacturer: An entity who makes, builds, or produces a MEWP.
Mobile Elevating Work Platform (MEWP): Machine/device intended for moving persons, tools and material to working positions, consisting of at least a work platform with controls, an extending structure and a chassis.
Occupant: An entity on the work platform.
Operation manuals: Manuals provided by the MEWP manufacturer at the time of delivery located on the MEWP in a weather-resistant storage location intended to an integral part of the MEWP.
Operator: An entity qualified to control the movement of a MEWP.
Operator's manual: A manual provided by the manufacturer and intended to be a part of the MEWP. Note: The manual includes information to allow for safe operation of the MEWP.
Outriggers: Devices at the chassis that increase the stability of the MEWP and that are capable of lifting and leveling the MEWP.
Owner: An entity who has possession of the MEWP by virtue of purchase or legal possession of the MEWP.
Platform: (See Work platform)
Qualified person: Person who, by possession of a recognized degree, certificate or professional standing, or by extensive knowledge, training and experience, has successfully demonstrated his/her ability to solve or resolve problems related to the subject matter, the work or the project.
Retraining: Required instruction based on the user's observations or evaluations to maintain a previously trained person's status as a qualified operator.
Shall: The word “shall” is to be understood as being mandatory.
Should: The use of the word “should” is to be understood as advisory and having the same effect as "recommended."
Stability: A condition in which the sum of the moments which tend to overturn the MEWP is less than the sum of the moments tending to resist overturning.
Stabilizers: Devices that increase the stability of the MEWP but are not capable of lifting or leveling the MEWP.
Stabilizing device(s): Device(s) that require deployment on a MEWP, such as stabilizers, outriggers, or extendible axles to meet the stability requirements.
Stowed position: Configuration of the MEWP as defined by the manufacturer in which the extending structure is lowered and retracted, and stabilizers and/or outriggers are retracted.
Supervisor: An entity assigned by the user to monitor operator performance and supervise their work.
Trainer: A qualified person who conducts the training.
Training: Instruction to enable the trainee to become a qualified person regarding the task to be performed, including knowledge regarding potential hazards.
Transport: Any movement of the MEWP outside the boundaries of the working site.
Travel restraint: A fall protection system consisting of personal protective equipment that prevents a person from reaching a fall hazard.
Travelling: Any movement of the chassis, except when the MEWP is being transported.
Type 1 MEWP: MEWP for which travelling is allowed only when in the stowed position.
Type 2 MEWP: MEWP for which travelling with the work platform in the elevated travel position is controlled from a point on the chassis.
- Note: Type 2 and type 3 MEWPs can be combined.
Type 3 MEWP: MEWP for which travelling with the work platform in the elevated travel position is controlled from a point on the work platform.
- Note: Type 2 and type 3 MEWPs can be combined.
User: An entity that has care, custody and control of the MEWP.
Work platform: Component of the MEWP intended for carrying personnel along with their necessary tools and materials.

18.0 MEWP Classifications

MEWPs classifications are made up of a MEWP group (platform location in reference to tipping line) with an associated MEWP type (reference to travelling)

18.1 MEWP is Acronym for Mobile Elevating Work Platforms

MEWP classifications are made up of a combination of two key distinguishing descriptions:

A MEWP group, which is determined by where the platform location is in reference to the tipping line, and
A MEWP type, which is in reference to traveling. There are two MEWP Groups: Group A and Group B

18.1.1 MEWP Group

A Group A machine has a design that does not allow the main platform to extend beyond the tipping line. In other words, the platform does not go outside of the drive chassis envelope. A perfect example of a Group A would be a scissor lift.
Conversely, a Group B machine has a design that allows the platform to extend beyond the tipping line. A great example of a Group B machine would be an articulating or telescopic boom.

18.1.2 MEWP Type

In addition to a MEWP Group, we have a MEWP Type. A MEWP Type is in reference to traveling.
There are three MEWP Types:

Type 1 - Traveling is allowed only with the MEWP in its stowed position. A great example of a Type 1, Group A (1A) MEWP would be manually propelled vertical lifts, while trailer-mounted booms are perfect examples of a Type 1, Group B (1B) MEWP.
Type 2 - Traveling with the work platform in the elevated position is controlled from a point on the chassis. An example of a Type 2 MEWP would be an under-bridge inspection machine.
Type 3 - Traveling with the work platform in the elevated travel position is controlled from a point on the work platform.

A great example of a Type 3, Group A (3A) MEWP would be electric or rough terrain scissor lifts, while articulated and telescopic booms are perfect examples of a Type 3, Group B (3B) MEWP.

19.0 Manufacturer’s Safe Use Guidelines

This section reviews the manufacturer’s safe use guidelines for the new CSA B354.7:17 Standard for Safety Principles, Inspection, Maintenance and Operation (Canada).
The operation of any Mobile Elevating Work Platform (MEWP) is subject to certain hazards that can be protected against only by the exercise of intelligence, care and common sense, and not by any device.
It is essential to have persons who are medically and physically fit for the task selected to be trained and qualified in the intended use, safe operation, maintenance, and service of this type of equipment.
It is critical to ensure that good job management, safety control and the application of sound principles of safety, training, inspection, maintenance, repair, application and operation are strictly adhered to at all times.
All available information regarding the parameters of intended use and the expected work environment must be taken into consideration.
Decisions on the use and operation of MEWPs must always be made with due consideration for the fact that the MEWP will be carrying persons whose safety is dependent on those decisions, as well as others in the operating vicinity.
With all of that taken into account, a safe use program specific to MEWPs must be developed by the user and must include, but not be limited to, the following:
- Performing a site risk assessment to identify hazards, evaluate risk, develop control measures and communicate with everyone affected.
- Planning of the operation, including rescue plans for the safe recovery of persons and/ or the MEWP in the event of an emergency.
- The selection, provision and use of an appropriate MEWP for the task as well as any work equipment associated with it.
- Access, preparation and maintenance of the site, as required, to include an assessment that the support surface is adequate to support the weight of the MEWP.
- MEWP maintenance, including inspection(s) and repairs as required by the applicable standards and by the manufacturer.
- Allowing only trained and authorized personnel to operate and/or occupy the MEWP.
- Ensuring that the authorized MEWP operators have been familiarized with the specific MEWP to be used.
- Ensuring that the operators are informed of local site requirements and has been warned and provided the means to protect against identified hazards in the areas where the MEWP will be operated.
- Having a trained and qualified supervisor monitor the performance and the work of the operator to ensure compliance with provisions of the applicable standards.
- Prevention of unauthorized use of the MEWP.
- The safety of persons not involved in the operation of the MEWP.
- Proper documentation and record retention.
This document is designed to provide guidance on the above requirements and is only to be used as such.
It does not constitute a safe use plan but is a working standard of the ACTI.
Specific information on the requirements can be found in the CSA B354.7:17 Standard for Safety Principles, Inspection, Maintenance and Operation (Canada).

19.1 MEWP Workplace Hazard Assessment

Risk assessments are a critical element of jobsite and worker safety.
The risks associated with the task specific to MEWP operations must be identified before the work begins.
These might be associated with the location where the work is to be carried out, the nature of the MEWP, or the personnel, materials and equipment to be carried.
This involves visiting the location where the work is to be performed, preferably with site personnel or their representatives who can identify the hazards associated with the area and the ground on which the MEWP will be required to operate.
The workplace inspection should be performed prior to moving the machine to the workplace.
The site must be walked and checked for all possible hazards, such as, but not limited to:
- Drop-offs or holes, including those concealed by water, ice, mud, etc.
- Slopes.
- Bumps, floor obstructions and electric cables.
- Confined spaces.
- Debris.
- Overhead obstructions.
- Electrical conductors.
- Hazardous atmospheres and/or hazardous locations.
- Surfaces inadequate to sustain the ground-bearing pressures imposed by the MEWP in all operating configurations.
- Wind and bad weather conditions.
- Traffic hazards.
- The presence of personnel (authorized and unauthorized) and other mobile equipment.
A very important aspect of MEWP operation is the safety of workers and the general public who can be exposed to potential hazards in the work area.
Always maintain a controlled area below and around the MEWP to prevent persons and objects from being struck-by the MEWP itself or objects that may fall from the elevated platform.
Once the hazards and risks involved in the task have been identified, the procedures and measures required to eliminate or mitigate them must be identified and implemented.
- The risk assessment results are used to plan safe work procedures, including any contingencies required, in carrying out the identified tasks.
- Rescue planning is a necessary component of a risk assessment when working at height. There are situations that require prior planning to ensure a safe and timely rescue.
- The user, which is most commonly the employer, is responsible for communicating the results of the risk assessment to everyone involved in the operation.
- Before a job starts and periodically throughout a long-term job, the risk assessment must be reviewed to determine if any components of the tasks or the work environment have changed and the effect that it could have on the safety of the operation.
- If any modifications to the risk assessment are required, these must be communicated to everyone involved prior to resuming the job.
When a MEWP is being loaded or unloaded from a transport vehicle on a public road, the users and operators must ensure that appropriate measures are taken to protect everyone in or near the area.
These measures may include, but are not limited to:
- Warning cones or hazard tape.
- Signs and signal personnel wearing reflective clothing.
- Flag personnel to warn people and other vehicles of the presence of the MEWP and the transport vehicle.
- This is only a guideline and additional information can be found in the CSA B354.7:17 Standards.

20.0 Rescue Plans for MEWP

20.1 Importance of Rescue Plans When Operating MEWPs

MEWPs are designed and manufactured to include fall protection in the form of platform guardrails. CSA B354.7 standards also require personal fall protection equipment (PFPE) on all Group B MEWPs (booms).
However, there are situations where an individual may fall or be ejected from the platform, the platform may become entangled, or the machine may experience a breakdown and the operator and any occupants in the platform will require a timely rescue response.
Even a person properly fitted with a full body harness may receive injuries during the fall or begin to experience suspension trauma (e.g. blood pooling in their legs) within a very short period of time.
In the event of platform entanglement or machine breakdown that would prevent the operator from lowering the platform safely to the ground, it is critical to have a plan in place to ensure a timely rescue.

20.1.1 Rescue Plan Contents

A rescue plan is a necessary component of a risk assessment when working at height.
“The employer shall provide for prompt rescue of employees in the event of a fall or shall assure that employees are able to rescue themselves.”
- CSA B354.7 standards require employers to have a rescue plan in place and ensure that workers are trained on procedures to follow if they fall and await rescue or witness another worker’s fall.
- The plan must be put in writing and become part of the company’s training program.
Rescue plans should include the following:
Company name and location.
Work site location (if different).
Identification of fall hazards associated with the operation of the MEWP.
Identification of work procedures to eliminate or mitigate the risk.
Training on:
- Self-rescue (by the person involved).
- Assisted rescue (by others in the work area).
- Technical rescue (be emergency services.
It is critical to ensure that:
- only properly trained, qualified and authorized personnel operate the MEWP,
- all occupants wear the appropriate personal fall protection equipment (PFPE) for the task at hand, and
- all occupants have received instruction on how to properly inspect, don and adjust the PPE.

20.2 Types of Rescue

Use of platform auxiliary controls by the operator.
Use of the primary ground controls by others in the work area.
Use of the auxiliary ground controls by others in the work area in the case of main system malfunction.
Platform-installed self-rescue systems.
Personal self-rescue systems.
Secondary MEWP for mid-air rescue.
Agreement with local authorities to provide technical rescue.

20.2.1 Options for Rescue – Self Rescue

Self-rescue by the person involved.
Platform Auxiliary Controls
- In the case where the primary platform controls stop responding, the operator should first attempt to activate the platform auxiliary controls to lower the machine to the ground.
Platform-Installed Self-Rescue System
- In the case where the platform controls are not responding and there are no other workers in the area who can provide assistance, a platform-installed self-rescue system may be employed.
- These systems are typically after-market devices that can be mounted in the platform that allow the operator to self- rescue by attaching the system to the front D-ring on their harness, exiting the platform and using the device to lower themselves to the ground.
- Operators must receive extensive training on the use of the system and machine manufacturer approval prior to installing the system on the machine.
Whenever an individual is suspended in air, it is critical that they continuously pump their legs (as if riding a bicycle) to minimize the likelihood of suspension trauma injury.
Personal Self-Rescue System
- These systems can be used to lower the individual from the platform, or to self-rescue after experiencing a fall or ejection from the platform.
- These systems are also after-market devices that can be mounted directly onto the operator’s full-body harness.
- The PFPE lanyard is then attached to the device prior to commencing the work.
- The system allows the operator to self-rescue by exiting the platform and activating the device to lower themselves to the ground or to within rescue range from another MEWP.
- Operators must receive extensive training on the use of the system and approval from their employer prior to installing the system on their harness.
Suspension Trauma Safety Straps
- Another personal self-rescue option that should be a consideration in any rescue plan is a suspension trauma strap system.
- These lightweight systems mount onto the side straps of the operator’s harness.
- In the case of fall or ejection from the platform, the operator opens the case to release the straps, connects them at the proper length, and steps into the loop created by the straps.
- This allows the operator to stand up in their harness and relieve the pressure being applied to the arteries and veins around the top of the legs until they can be rescued.

20.2.2 Options for Rescue – Assisted Rescue

Rescue by others in the work area.
Note: rescue should only be carried out by appropriately trained personnel.
All rescue procedures near electrical conductors must comply with section 6.1DV.2.6 of the CSA B354.7:17 standards.
Primary Ground Controls
- In the case where the operator cannot lower the platform to the ground by means of the primary or auxiliary platform controls, or if the operator has been incapacitated, a person on the ground who has been familiarized on proper use of the controls may use the primary ground controls to lower the machine.
Auxiliary Ground Controls
- In the case where the primary ground controls are not responding, the person on the ground should attempt to activate the auxiliary ground controls.
- If all ground controls are not responding, the ground personnel should immediately contact onsite qualified personnel to assess the situation and provide further guidance.
Use of a Secondary MEWP
- Consideration must always be given to the rescue of MEWP occupants if the machine is unable to be lowered for any reason, such as complete machine malfunction or work platform entanglement.
- In the case of platform entanglement, it is critical for the operator and occupants to be removed from the platform prior to attempts being made to free the platform.
- MEWPs that have tipped beyond their center of gravity must be stabilized and secured before attempting any rescue.
- Rescue using another MEWP should be carried out only after a thorough site review by a qualified person has been performed and a plan has been created. The plan should take into account the following:
- The rescue machine should be positioned to allow the rescue to be performed without compromising the safety of personnel involved in the rescue;
- The platforms of both machines shall be adjacent to each other with a minimal gap between them. The power on both machines should be shut off during the transfer;
- Safeguards should be taken to prevent unintended movement of either platform during the transfer.
- All personnel in the platform, including the person being rescued, must be wearing the proper fall protection equipment and the lanyard(s) must be attached to the anchor points on the rescue machine before the transfer takes place;
- The rescue machine must not be overloaded at any time during the rescue. This could mean making more than one trip to complete the rescue; and
- Always comply with the manufacturer’s requirements stated in the operator’s manual.
- If there is injury, illness or risk of exposure, emergency personnel must immediately be contacted.

20.3 Options for Rescue – Technical Rescue

Rescue by emergency personnel.
Technical rescue might also be necessary in the event of illness, injury or risk of exposure.
Any rescue procedure must take into account the reasons why the platform may be stranded at height and any need for prompt action.
Although firefighters and other rescue professionals are trained in technical rescue, their response time and the equipment they use may not be the best option to meet the OH&S and NFPA requirement for prompt rescue after a fall arrest and should be considered to be a last resort.

21.0 Sample Rescue Plan

“If a professional rescue agency is going to be used, the employer’s competent person or program administrator must contact the rescue agency to review the location of the elevated workplace before starting workplace activities, and shall review with that agency the types of fall protection being used and the environment where the agency may be called to perform a rescue.
The rescue agency must advise the employer in writing of its availability and capability, any limitations on the types of rescue it can perform, and detailed instructions regarding how they are to be called and if they need to be advised when certain activities are planned or certain.

22.0 Example of MEWP Occupant Instruction

It is your responsibility, as the MEWP operator, to either provide instruction or confirm that all occupants have previously received instruction to achieve a basic level of knowledge to work safely on the MEWP.
This instruction does not give the occupant authorization to operate the controls at any time except in an emergency situation.
Do not take any occupant up in the machine until this document has been thoroughly reviewed and you have confirmed the occupant(s) understanding and agreement.

22.1 MEWP Occupant Instruction Steps

Is Personal Fall Protection Equipment (PFPE) required on this particular model of MEWP or on this jobsite?

No - Explain that the guardrail system on this machine provides fall protection for the occupants in the platform.

Discuss all hazards related to the task at hand and their avoidance and include any applicable site risk assessment.

This will also vary from site to site. It is a requirement that a detailed risk assessment be performed prior to bringing the MEWP into the workplace. Have a copy of the most current one, review the entire assessment with the occupants and answer any questions they may have.

Review the manufacturer’s warnings and instructions for the MEWP being operated.

Remove the Operator’s Manual from the weather- resistant storage box on the platform and review the various warnings and instructions identified by the manufacturer. Explain that the Operator’s Manual must be kept on the MEWP at all times when not in use by the operator.

Review with at least one of the occupants:

The intended purpose and function of the MEWP platform controls;
The intended purpose and function of the safety- related items specified by the manufacturer, including secondary guarding systems and emergency shut-down procedures; and
The intended use and function of the lowering procedures, to the extent required to lower the MEWP safely to the ground or the stowed position.
